What does that mean?

The elevator in our building at work has a TV screen in it, which shows the weather, sports scores, new blibs, and just random facts. I was riding the elevator earlier today and saw this little tidbit:

The State Department just spent $200,000 dollars revamping their briefing room. Some of the updates include individual TV monitors and a star spangled carpet.

Star Spangled Carpet? What is that? I don't understand. Think about it - what do you think a star spangled carpet would look like. And while we are on the subject - why is the National Anthem called the Star Spangled Banner? Does anyone know what that means? Is it a noun? Verb?
